GitHub workflow to test and lint

As developer, I would like to have a GitHub workflow that tests and lints the code so that I have verification steps executed automatically when I raise an PR.

Depending on complexity, we may need to have a separate issues for testing the infrastructure (Terratest?), linting the code (Terraform, Javascript, Python) and an actual Github workflow.
