Switch from ZenBoard to GitHub Projects #532

Having the board be on ZenBoard is good, using GitHub Projects will mean:

People won't have to install ZenBoard to see the board
It's available directly from GitHub
Can add generic notes so that we don't need actual issues for small things
Still works with milestones and release cycles
