Make the webpage responsive

Thank you @vctc for picking up the issue.

1. I don't have a mockup. As it is a simple webpage. Everything should come in one column. However, we can try can have chapters, social media, and sponsors, in a grid of 2 cols.

Navigation should become flyout, and "go-to-top" link should be added

2. The reason for sticking to the HTML webpage as it will be SEO and we are not doing any complex work here.
