currently, content template directory is manually set - so if you change templates - it requires a revisit to tinymce setup to remodify the setting manually, which could be overlooked.
not sure the content template directory field is much good as it stands - if the intention was to allow someone to change the directory - it is not possible, you can only select between the different templates which may be installed
editor.css is automatically searched for in the <current template directory>/css folder
Idea: content template directory should automatically look in <current template directory>/html/tinymce/
