Add link to documentation on actions in redirect edit dialog

I don't know what the "Do nothing (ignore)" action means. I'd be glad to be redirected to some documentation on this somewhere. Better still, though, I request that in the redirect edit dialog, next to "When matched [Action dropdown]", add a small help icon, eg. (?), linking to a page explaining all of the available actions.

I understand that not everyone is familiar with the terms in the plugin. I think most parts of the plugin need some kind of contextual help, not just the 'when matched' drop down. However, I don't think this is particularly scaleable.

There is a 'help' button in the top right corner of the screen, which isn't contextual.

I'm not sure of the best way of representing help in a way that doesn't impede or clutter the plugin.

All of that to say that I don't want to add help just to this one item, but don't know of a good way of doing it globally.
