Menu missing from single site of a multi site install

I am an admin on a single site of a multi site install. When I had them install the plugin it does not show up on the menu. I was in formed that links are in a "Tools" menu that is not accessible to a site admin only to the multisite admin.

So as an admin to a single site I can not find the link to the settings page.

Wordpress: 4.9.9
PHP version 5.6.38
