Dependent on Community Offers, Messaging, Contracting, CAPS

Once community offer is up in place, allow crowd offers to be created
Multiple users are able to collaborate towards a single community offer
Requires confirmation from all parties to make offer public
Crowd offers are for larger projects that require the concerted effort of many parties (e.g. Grass to Gardens, Repurposing a Church, launching a cooking for the homeless group, etc)
