Unlock search per area

I asked you to lock it, but since we've decided to extend from close-in to city-wide to start, please unlock the search to allow users to see what's there.

To clarify: this change requires making sure the search page will display all offers / requests to a customer, and doesn't limit the results to just those within their community (at least, for now).

I think that for the time being that's fine. We're (mostly) inviting people from Montreal to try it out. Please make a note that we'll need to restrict areas/distances at a certain point (if that's not already noted in another issue).
