Load dataset as a TFRecord

See jinnovation/rainy-image-dataset#4. Once all of the data-preparing logic in this write-up has been implemented as a TFRecord creation script, this write-up can do away with the data-prep section entirely, reducing it to a single "get TFRecord" execution line.
