Currently, the "app" functionality for Mapfish seems to be bolted on as an after thought. The BaseMapServlet maintains mutliple methods to determine caching and configurations for apps and default situations. This seems likely the evolution of a new feature that didn't have existing functionality migrated to it.

Documentation, Code, and configuration items should all be updated to reflect this reality.
