Should really only be for finals because otherwise, how do you know if there are only 5 riders left. Also should apply if attempting to break WR. (i.e. at 420cm, WR is 422cm a jump of 423cm is allowed even though it's not 5cm.) This should apply at all times and not just finals.

Is there anything about finals written in the rules? I find nothing, finals are just done if a host like it so the rules must include something how to define finals before the other part can be defined.
This can lead then all over in a faster competition as the qualification (which also dont exist now) could be done much faster then (like 10cm steps until the top 10 riders are clear.
So I agree but it need a much bigger change in the rules then it looks like.
