If someone is physically moving a replica... feels like maybe they DON'T want it to be restaged?

So we do want access_time applied/updated (and, by extension, tiering out), but perhaps not restaging. I'm not really sure what restaging would mean for phymv, but I'm pretty sure that it would go under the same category as a general "create". Currently, such a restage would not occur due to a bug: #280 (comment).
