I don't have any other file except setup.cfg. I should be allowed to bamp with no other file.

Workaround is to just include setup.cfg in the list of files to bamp. Perhaps it (or whichever config file name you've used) should be added to the files list/set automatically.

Funny thing is that I can't reproduce this behaviour (Should do a better job when raising issue for myself). https://github.com/inirudebwoy/bamp/blob/master/bamp/config/__init__.py#L23 this decorator does what you have recommended already.
