Summary

Currently the coder container image doesn't contain any tools at all.

In order to execute development tools, so it can resolve a ticket, same as a developer would need, the coder needs to have tools.

The task is to find out what's a good base image, that maybe the user can extend and add their own tools for linting, static analysis and testing.
