Separate configs for low health and low hunger effects. Id like to be able to turn off the some of the low health effects, but keep them as low hunger effects.

 * If hungeroverhaul.<adjective>.<noun> string exists, it will use that instead of combining hungeroverhaul.adjective with hungeroverhaul.noun
