Idea:

• Use websockets for cosmos chains to run from current height.
• We can query for older txns as well using search txns api, when we have to restart from older height.

We already have exact implementation on centralized relayer.

IBC relayer seems to be quite stable for now, so we won't be making this change anytime soon. It'll just be on the icebox, and we'll revisit it if needed later.
