Waypoints loaded/saved incorrectly in case of non-default locale(ru) #11

Start ozex with russian locale(ru_RU). Load any .wpt file with
waypoints(where coordinates decimal point is "."). In ozex all waypoints
coordinates are truncated to integer values.
It seems that ozex(swampex) works correctly only in case of locale has
decimal point set(LC_NUMERIC) to "."...
A simple workaround is to start ozex with LANG=C or LC_NUMERIC=c env
