Let project creator decide if new feature collected should be point or polygon #2159

Is your feature request related to a problem? Please describe.
There are different nature of projects. Some may want to draw polygon for new features while some may just want to get new feature as a point. But this is not configurable for project creators now and only can be done through technical team.

Describe the solution you'd like
During project creation, ask user if new features are encountered how will the mapper of that project be collecting the new entities and provide options that they can choose between point or polygon (may be lines too in some cases).

Describe alternatives you've considered
A clear and concise description of any alternative solutions or features you've considered.

Additional context
This is the requirement for MSF demo, they want to collect new POI where we will be needing to collect new features as point and entities but the default for now is polygon.

Related to #2154 - we need both to he complete in parallel ideally 👍
