Automate creating recurring issues after release

Feature functionality
In the days after each release, a few standard tasks need to be performed:

• update version.py on main branch if needed (will be addressed in Automate version update on main after release #1711)
• test and merge conda-forge build (PR is usually created within a few hours of PyPi release)
• update docker image and related documentation (see Update Docker image #1716 )
• update spack recipe
• (coming up) update easybuild recipe
• ... (add as needed)

This automation should create issues for all this tasks with High Priority status. Ideally the issue templates should contain instructions on how to resolve the issue.
