The breakout card was supported on the radio case with two diagonally opposed standoff bolts. When suspended, the torgue between the CAT5 cable and the case caused bare contacts on the board to short on the case. Add aditional two corner standoffs.

I origially thought I'd have to drill two more holes. Instead, I used two threaded nylon standoffs with screws holding them in place from the top of the board.
Here's the finished result:
The small blue RJ45 screwdrivers worked great for the nylon screws. Note that the nylon standoffs are in no way mounted to the box, they're simply held in place with the screws through the breakout board.
