Project Settings Form

As a user, I'd like to be able to change some of the things about the project that were entered upon creation, such as description, etc. These should be editable by owners alone, and should be on the Project Settings tab.

Additionally, for NON-owners, the Project Settings tab should display the text: "You must be a project owner to make changes to the project settings."
