as far as i can see each outcome has a own hook,

that makes stuff like handling custom outcomes or new outcomes a pain

(see my experiment with pytest-blocked for an example of a new outcome)

I'm not sure I follow. This plugin is mostly meant for demonstration of custom hooks.
