Depends on parsing the logged-in user profile, and then support from the UI code.

This should be an option even for those who don't have 250+ karma. The intense orange color is really distracting. At least an app setting that let us set the app to grey or something.

I added an option to make it grey for 1.1. Haven't yet implemented topcolor, but it's no longer a priority.
