Debounce Pin callbacks

If you work with hardware, you know that physical connections are not perfect and when you press a button, it will change levels multiple times as the connection is made.

InterruptCtrl should debounce transitions so that we only send the callback once for a given button press/release.

This should be configurable per-pin.
