Hello author!

Add functionality for users with spamblock to obtain admin status in Telegram chats - remove harassment from spamblocked users

Proposed Solutions:

  1. Implement an inline button triggered by another user through the /ba command.

  2. Add a method via message bot privately and request admin status by providing chat ID.
