Transmission of packets should be synchronized to PPS signal from the GPS.

It is an open question, if the GPS can transfer the data fast enough so that the position can be transmitted in same time-slot or otherwise it should wait for the next time-slot.

Do we need to send position exactly in the same second that it was received?

In principle not, we can send it later. The packet contains enough time information to recover the time that corresponds to the position transmitted.

In the transmission timing, the RF chip carrier sense should be included to reduce transmitting over over trackers. Some p-persistance algorithm is likely needed.
