Sorry for not being clear enough. I meant the newer versions.
As far as I can see here, there have been many updates with numerous bugfixes (including crucial) and additions for the past 2 years. Whereas the latest release been published is 7.1.6.2. from April 2, 2021.
Is this extension supposed to be manually installed since then?

I see it's been mentioned here as well: #177

7.6.1.3 was never completed and for that reason it was never officially released in the Chrome Store. TMS is currently sitting idle and we are trying to get our thinking straight to figure out its possible future (see #197).

If you want, you are free to install the unstable version directly from GItHub, this fixes some problems reported along the way, but it is always recommended to stay on the stable one (the one you find in the Chrome Store).

Installing an extension outside the Chrome Store does not make it "official" and "stable" by definition.
The one you find here on GitHub performs well and there have been no major complaints, you simply may run into anomalous behavior and the important thing is that you are aware of it (no, not intended, not developed specifically to do damage! 😄).

The important thing is that you always keep a backup of your tabs ready in case you need to or if you want to jump from the GitHub version to the Chrome Store version or back again.

Just to clarify a little: the last published version of TGS is from Dec 19, 2022.
Does it still track user data? And how do you think it currently compares to the TMS?
