Workbench configuration for VICOM Postgres access

The Postgres DB and schema is created on VICOM. The access for each person using the GenevaERS Workbench connected to the VICOM Postgres DB will need to be done.

We will need to get each person's user id to do this configuration.
There will be one user id per group.
Each user will have environment access to 2 environments.
Every user will have shared access to a single shared environment.

Two of us will be set up to be system admins over all environments.
