Add Rust/Go SDK updates to post_install

Not sure if this is necessary but I see post_install steps to upgrade templates for python and js SDKs; does the new separate https://github.com/fermyon/spin-rust-sdk/ and https://github.com/fermyon/spin-go-sdk need the same?

@lann Yes, previously CI tagged rust/go on releases.

@lann I re-read the issue and now realize I got the context entirely wrong. There needs to be no changes as the templates are in the spin repo and it is already taken care of.
