有时候用户并不希望启用 fallback 机制：

在听轻音乐歌单的时候，用户可能不期望产生 fallbck 而是跳过无法播放的歌曲，来避免被错误匹配的歌曲打扰。

方案概述

增加一个命令来开启或关闭fallback。
