Bundler and Minifier context menu missing for LESS files

Description

When selection 2+ files with .less extensions, then right click for context menu, the Bundler & Minifier menu is missing.

Steps to recreate

1. Create two .less files
2. Select both .less files in Solution Explorer
3. Right-click on the files to open up the context menu
4. The "Bundler & Minifier" menu is missing

Current behavior

The Bundler and Minifier context menu does appear if you select files with .js extension. For some random reason, once in a while, the context menu will appear for .less files, but very inconsistent and rarely.

Expected behavior

In Visual Studio 2019, the Bundler and Minifier menu appears when selecting 2+ .files with the .less extension.
