[FEAT] Lock drag of items on the toolbar & dock

I keep accidentally moving the toolbar items

Describe the solution you'd like
The ability to lock the toolbar, like locking the taskbar in windows 10.

• the lock icon and label should change to "Lock toolbar" and "Unlock toolbar"
• the lock icon and label should change to "Lock taskbar" and "Unlock taskbar"
• should appear on the respectively main context menu
  
• The lock state should be on toolbar_items.yml and weg_items.yml respectively
