Daily Plan - Require Tasks Setting

This is an addition to the Daily Plans feature to make it more flexible for users. With Require Tasks, teams can set if they require tasks to be created in addition to the daily plan.
Require Tasks Mode (if enabled): Users must include tasks when creating a plan. If disabled, user can create a plan without tasks and start tracking time.

1. Add a setting for "Require Tasks" in the settings page
   
2. The logic should be as follows:

• Enforced Plans with Require Tasks Mode On:
  • Plan setup is mandatory for all users before work can start, including planned hours and estimated time for tasks.
• Suggested Plans with Require Tasks Mode On:
  • System suggests for user to create daily plan, with tasks. Users can choose to ignore or dismiss this suggestion.
