Support Ask a question as the issues template chooser

This is the one of the good first issue

Currently, when we select the issues tab, we can see below menu.

• Bug report
• Custom issue template
• Feature request.

Now, our plan is to make a link to discussions additionally (https://github.com/euphony-io/euphony/discussions)

Finally, we want to see like below

• Bug report (one of the issue template)
• Custom issue template (one of the issue template)
• Feature request (one of the issue template)
• Ask a question (this is what we want!)

When you're creating Ask a question, you need to follow requirement

Requirement

• We need to enable blank issue.
• only one contact link: Ask a question
• link url : https://github.com/euphony-io/euphony/discussions
• Need some short explanation for Ask a question
