Filter out shutdown tasks whose state match desired state. #2

Removing these tasks reduces the payload of the /summary endpoint.

Filter condition: task.Status.State == "shutdown" AND task.DesiredState == "shutdown"

Providing these tasks in the output provides too much noise and adds little value to the user.
