changing ENTD filtering method from departments to urban / rural typologie

ENTD can be used to cover any French territory not covered by EMD. As the sampling is based on all metropolitan France some low sampling issue are identified. We offer to change this filtering to a urban / rural in 4 or 8 classes that matches sampling minimum population requirements and represents mobility practices with accuracy
