As a user who doesn't currently have a wallet (e.g. in a cyber-shop, internet cafe)
I want to authenticate to an issuer and have the issuer give an offer for a credential that I can redeem once I have wallet

As a user who will never have a wallet (e.g. in a cyber-shop, internet cafe)
I want to authenticate to an issuer and have the issuer give me an actual credential that I can present (using paper for example)

Low priority for now but needs to be possible in the architecture
