bug: burst notifications sending out of order

I encountered a bug where the interval sweep caught two inbox messages from a professor and sent the messages in the reverse order that they arrived; see the timestamps in this redacted screenshot:

A sort should be implemented in all post-interval stages (announcements, grades, etc) to arrange the array elements by date, with the oldest at the beginning.
