feat: send new class announcements

Suggestion via Discord from user Seraphina#5503:

this will involve updating the cron job to send all backlogged class announcements when it detects a new class. however, it should not send backlogged announcements for users who have just installed the extension since the last cron job, since all their classes will be new.
