Settings overrides on non-eligible agent does not return an error

When setting overrides on an agent that does not have overrides enabled, it does not display an error on the socket but silently closes the connection.

I found what the error was by manually connecting to the web socket and sending the overrides payload.
It would be good to have this documented or throw a readable error and end the session.
