New Room Header does not disable call button if the permissins are not available

Steps to reproduce

Go into a room where your user does not have the m.call.member state event permission. The join/create call button is enabled but does not work.

Solution

If I dont have permission to send: m.call.member events the call button should be disbaled
with a tooltip informing the user that they dont have the right to place/join a call.
