[8.x](backport #6593) otel: add kafkaexporter and kafkareceiver to EDOT collector

What does this PR do?

Add kafkaexporter and kafkareceiver to the list of components in the EDOT collector. Beats/Agent has a Kafka output, and this is the first step towards offering parity of outputs in the EDOT collector.
