Current State
Currently bazel commands in this repository require that the user has python and bazel installed.

Desired State
The user should only require bazel

Details
This can easily be observed in the devcontainer. We cannot switch to a devcontainer without python.

Sounds like a great issue for bazel experts? Please align with @ltekieli and @nradakovic
