My mod Freemetics (for Legacy Fabric 1.7.x - 1.8.x) supports custom capes defined by a resource pack, maybe that is something worth adding? It supports both the official cape format and the OptiFine cape format, with any resolution. One thing to note is that while the mod supports animated capes, it doesn't for resource pack defined ones, so the cape would need to be static. If you want, I could work on adding support for that. Of course this addition wouldn't be priority as compared to other mods, not having a cape wouldn't stand out (where other mod's UI might stand out without support). The path for the cape is assets/freemetics/cape.png
