Create a script runner for manual updates

Desired result:

ability to update sensors ad-hoc. This allows keeping a relatively infrequent update cycle but then update when high probability of a change. It's not entirely clear how frequent updates can be and according to the docs if too frequent the banks can invalidate the auth token require a new agreement setup.

eg:

• trigger an update to accounts when leaving the specified zone (shops)
• trigger updates on a certain day / time (payday, days bills go out etc)
• trigger updates due to other integrations (eg: post tracking notifies new parcel, tigger due to probable online shopping)
