Automate update of Victor quotas file #72

Currently the quota config file used by the Victor agent needs to be updated manually to reflect the quotas used by DDM:

https://github.com/dmwm/DDM/blob/master/Victor/dq2.victor.cms/lib/dq2/victor/cms/groupPledges.py

Next step is to update the pledges automatically from the source:
