Assistant too keen to use tools

Right now the assistant is overly eager to use tools. Even when asking general questions like "how do I use library X", or "how do I do X in nvim?", it will try and look at the project state.

I think windsurf deals with this by having "edit mode" and "chat mode"... which we could add.

Maybe there's a way to edit the system prompt to discourage this a bit?
