Observation Tab (Empty Observation)

Create the observation tab that shows no observations. The create and join project flow has not been finalized yet so the buttons should not do anything.

To Do:

• create hook to fetch all observations
• While hook is fetching, show loading indicator
• create and show no observations screen if no observations
