This commit adds a new resource for cloud PC provisioning policies in the `devicemanagement/v1.0` package. The resource is imported from the `github.com/deploymenttheory/terraform-provider-microsoft365/internal/resources/devicemanagement/v1.0/cloudPcProvisioningPolicy` package. This addition enables the implementation of cloud PC provisioning policies for the graph.

Refactor the construction of the assignment filter resource in `state.go` and `object.go` for improved readability and visibility. Safely dereference string pointers, convert enums to string representation, and handle nil values. Enhance code readability and provide better visibility into the constructed assignment filter resource.

Refactor the handling of resources removed from the server.

Safely handle nil values in assignment filter resource construction.
