Refactor the construction of the assignment filter resource in `state.go` to safely handle nil values. This includes safely dereferencing string pointers to avoid nil pointer errors and converting enums to their string representation. These changes improve code readability and provide better visibility into the constructed assignment filter resource.

Note: This commit message follows the established convention of using a prefix to indicate the type of change (`refactor` for code refactoring) and provides a clear and concise description of the changes made.
